Client’s Requirements

For the International Terminal Building (ITB) Northern Gate Expansion, Brisbane Airport Corporation required a robust and transparent cost assessment at the feasibility stage to support strategic decision-making and long-term budget forecasting.

The project involved the expansion of the northern gate area within the live International Terminal Building, incorporating new vertical transportation infrastructure, passenger circulation upgrades, and associated architectural and building services works. At the feasibility stage, the client required validation of the developing scope to ensure alignment with operational requirements, airside and landside interfaces, and long-term terminal growth objectives. BAC required a detailed cost estimate founded on comprehensive measurement and unit rate build-ups to establish a realistic and defensible capital cost position. The
estimate needed to clearly articulate key assumptions, construction methodologies, staging impacts, and integration risks within a fully operational international terminal
environment.

A primary requirement was the development of governance-ready outputs that enabled comparison of scope options, identification of cost drivers, and assessment of budget sensitivity at an early stage of design development. The client sought clarity around potential cost risks, operational constraints, and constructability considerations to inform investment planning and forward capital allocation.

Overall, Brisbane Airport Corporation required a feasibility-stage cost position that balanced operational continuity, passenger experience enhancement, and infrastructure integration— providing the financial insight necessary to progress the ITB Northern Gate Expansion with confidence.

At the feasibility stage, Anhur Dynamics Consulting provided detailed estimating and commercial
advisory services to Brisbane Airport Corporation for the ITB Northern Gate Expansion.

Our role included a comprehensive review of all available design documentation to validate scope
definition, constructability assumptions, staging impacts, and integration within the live international terminal environment. We undertook detailed measurements and quantity take-offs to establish a robust cost foundation aligned with the developing design. Unit rate build-ups were prepared to reflect realistic productivity assumptions, airside and landside access constraints, and terminal interface requirements.

This ensured the estimate accurately captured structural works, vertical transportation systems, architectural finishes, and associated building services infrastructure. A detailed Basis of Estimate (BoE) report was prepared to clearly document assumptions, inclusions, exclusions, methodologies, and risk considerations appropriate to the feasibility stage. This provided Brisbane Airport Corporation with a transparent, governance-ready cost position to inform strategic decision-making and progress the Northern Gate Expansion with confidence.
