Project Overview
The DTT Overhaul project primarily comprises of non-discretionary, major overhaul maintenance to ensure compliance with Queensland Rail’s Rollingstock Safety and Environment Management System (SEMS). This requires that the rollingstock is inspected and overhauled at defined intervals, which in this case is 16 years for DTT1 and DTT2, and 8 years for DTT3. Two spare power cars are also required to be overhauled as part of the project.
Client’s Requirements
Queensland Rail (QR) will deliver a non-discretionary, major overhaul maintenance to ensure compliance with Queensland Rail’s Rollingstock Safety and Environment Management System (SEMS). Other enhancements determined via engagement with the key stakeholders were also included within the scope as optional requirements.

The purpose of this independent estimate review is to provide QR with a comprehensive summary of the current findings derived from the information supplied by the Rail Fusion Alliance (RFA).
It focused on evaluating the data and methodologies used by the RFA, highlighting key points, and identifying areas that may require further attention or adjustment. Our review included a materiality-based analysis of the quantities, rates, labour productivity, and mark-ups, in addition to benchmarking key elements of the project against similar projects.
